Abstract: Recreational fishery is important to economic development of an island. Many islands with great development potential of fishery resources are still lack of scientific and reasonable development planning. By using the division method of the combination of fixed size rasterization and land use type patching, we select the current value indicators including basic conditions, recreational fishery resources, tourism resources, as well as and the mining and promotion indicators of four types of recreational fisheries: beach catching up with the sea, recreational fishing, marine angling, and fisherman experience, and give weight to each index by analytic hierarchy process, then construct a comprehensive model for the current situation evaluation, mining and promotion of island recreational fishery, taking the Tianheng Island as an example for verification of the model. The results show that the basic conditions, fishery resources, and tourism resources of the Tianheng Island are general, but there is a large space for improvement. The model gives out the fishery resources suitable for further excavation and improvement, including two beach areas, two marine fishing areas, one leisure fishing area and three fisherman experience areas. The results are consistent with reality, suggesting that the model is practical and has important referential value for the scientific protection and utilization of island fishery resources.
