Abstract: The frequent occurrence of environment pollution events indicates the importance and urgency of the supervision and management of marine environment. Objectively, characteristic of the marine ecological environment and the complexity of prevention increased the difficulty of marine environmental management. Subjectively, there are many institutional structure issurs existed, local government is responsible for environmental protection, but could not perform environmental management independently. Lacking communication and coordination between Marine Control section and other administrative departments prevents the formation of joint environmental law enforcement. Marine environmental management used to use "commanded manner" in administration and it proves to be high cost and poor implementation. The prevalent "project type" marine environmental managements pursue short term benefit, neglecting long term protection and self maintenances of the environment. Accordingly, the author believes that the implementation of China marine ecological management should focus on the improvement of existing management structure, strengthening the independence of the environmental administration; building the mandatory disclosure system and mechanism of sharing environmental information; introducing market mechanisms of pollution control, thus to improve operational efficiency of marine environmental management.
